So this is an error by OpenAI that your account quota limit is exhausted, first make sure you have added your credit card there so they will increase their daily quota.

You do need not to pay, just use your free credit but adding a card helps increase the daily quota.

If you have added and still face this issue just send an email to support@openai.com and ask for a quote increase mentioning your requirement and they will happily do the same.
